I saw something similar, I think done in watercolors, but I had an urge to play with my TRex Alcohol inks...
On Graffix White Opaque plastic I created the sky with a lot of 99% alcohol. When mostly dry, created the foreground just dropping dots all over the place and then more dots within the dots... When everything was dry used a q-tip with the alcohol and erased my trees. Used a fine tipped brush for the more delicate branches.
Adhered to a white card base and wrote in my quote with a Micron pen in an Akim style.
