I've been itching to make an ocean type card using Designs By Ryn stamps... Then I came across a clear plastic window card which I haven't made in a while, so was inspired.

I'm using an "A Way With Words" dies from Elizabeth Craft Designs ("Friends"), designed by Suzanne Cannon (also available HERE). 

I'm also using an oldie but goodie quote stamp & birthday sentiment stamp from Quietfire Design  

("The only True Gift"); ("Happy Birthday Plain And Simple" 7 pce set)

 

I cut a window opening and front piece using Spellbinders "Matting Basics" and for the inner rectangle "Curved Mating Basics B" from white cardstock. Scored and folded to create the easel. Cut a couple pieces of Graffix clear plastic to fit the openings and adhered one to my front piece, then on to my card front.

Created silhouette files of the stamp images (Designs By Ryn "Sea Creatures 1 & 2") and cut with my electronic cutter from white cardstock. Inked the stamps using Distress mini pads in various colors and stamped. Assembled the various elements and tacked to the plastic with a small dot of Glossy Accents. When all was assembled, adhered a 2nd piece of clear plastic over the design.

Applied Distress acrylic daubers to a craft sheet ("Tumbled Glass", "Broken China", "Mermaid Lagoon", and "Blueprint Sketch") misted with water and smooshed my top frame and negative piece through the paint. Dried, then adhered the frame to the front.

The bubbles pieces I applied some Quickie Glue and sprinkled with various glitter (Stickles dry glitter "Star Dust"; Glitter Ritz micro fine glitter "Ocean Spray" and "Peacock Blue"). Adhered the bubbles to the frame.

Die cut the word "Friends" from white cardstock and dark blue cardstock. The white one I inked with Versafine "Majestic Blue" and embossed with Emerald Creek Hot Stuff "Turquoise Shimmer" embossing powder. Adhered to the dark blue die cut, slight off set, then on to the upper edge of card front.

As a final touch added clear rhinestones in 2 sizes here and there.

 

 On the floor: Dry embossed a piece of white cardstock using Cuttlebug "Divine Swirls". Hit the high points direct to paper with broken china. Adhered to floor and trimmed off excess.

Adhered the negative drop out piece from the front frame. Stamped the quote and sentiment using the Majestic Blue and clear embossed.

Adhered the largest starfish using 3D foam tape.4

Adhered the medium starfish as a stopper.

Tied a bow using blue/silver Sari ribbon and adhered to the left side to aid as a stopper. Adhered a blue shell button using a glue tool.
